Some people got their money by doing the following:
- Complain about the false damages claim to PayPal directly and wait for at least one month, or until you get an initial reply.
- File an official banking complaint against them, because PayPal is a bank in the EU: CSSF complaint form. If the link gives an error, the form is also published here and can be sent by post or fax.
- Attach all the required documents with the form.

If the CSSF failed to recover your money and your claim is within the 5,000 EUR range, then file a small claim in the EU against PayPal Europe under the European small claims procedure.
