Some people got their money by doing the following. First you complain about the false damages claim to PayPal and wait for at least one month, or until you get an initial reply. Then file an official banking complaint against them, because PayPal is a bank in the EU.
If the CSSF failed to recover your money and your claim is within the 5,000 EUR range, then file a small claim in the EU against PayPal Europe under the European small claims procedure.
